If the result is not what you expected
My image looks stretched or squashed
The aspect ratio lock is off. With it on (the padlock button), setting one dimension calculates the other automatically and the image keeps its proportions. Unlock it only when a form insists on exact dimensions that do not match your image — and in that case, crop to roughly the right shape first so the distortion is minimal.
The result is blurry after enlarging
Enlarging cannot add detail — a 400 × 400 image scaled to 1200 × 1200 is the same information spread over nine times the pixels, which reads as soft. Resizing down is lossless in appearance; resizing up never is. Start from the largest original you have.
I need a specific file size, not specific dimensions
Those are different requirements. Dimensions are pixel width and height; file size is kilobytes. Use Compress Image Online to hit a size target, and this tool for dimensions. If a form specifies both, resize first, then compress.
I need a passport photo at a country-specific size
Use the passport page for that country instead — each one has the official dimensions built in and crops to them for you, so there is no need to look the numbers up and enter them manually.
