Documents sent over WhatsApp arrive already compressed — the app shrinks photos aggressively for delivery, which is why a contract someone forwarded you looks worse than the one they photographed. This tool takes those images and assembles them into a PDF, one page per image, ready for a portal that will not accept image files. It cannot restore the detail WhatsApp discarded, so if the text is already hard to read, fix legibility first and convert afterwards. Where possible, ask the sender to share as a document rather than a photo — WhatsApp then transfers the file untouched, and the difference in quality is substantial.

If the result is not what you expected
The text in the PDF is hard to read
WhatsApp compressed it before you ever received it, and converting to PDF preserves the image as-is. Run the photo through Clean Up Scanned Document or Fix Blurry Image Text first, then convert the improved version.
My pages came out in the wrong order
Pages follow the order in which you select the files, not their filenames or dates. Select them one at a time in the order you want, or rename them 01, 02, 03 first and select them together.
The recipient says the quality is too low
Ask the sender to resend using WhatsApp's "Document" option rather than the photo picker. That skips the compression entirely and gives you the original file — a far better starting point than anything that can be recovered afterwards.
I have more than 30 MB of images
Compress the photos first with Compress Image Online, or split them into two PDFs and send both. For document photos, compression usually costs less legibility than you would expect.
