Convert Multiple Images to PDF
Portals that ask for "one PDF" rarely accept five separate photo attachments, which is the usual sticking point when you have both sides of an ID, a multi-page contract, or a month of receipts to submit. This merges them into a single PDF, one image per page, each page sized to match its image so nothing is cropped or stretched. Order follows the order you select the files in, so pick them deliberately — that is the one detail worth getting right, since reordering afterwards means starting over. Total upload limit is 30 MB across all the images together.

The pages are in the wrong order
Order comes from your selection order, not from filenames or dates taken. The most reliable approach is to rename the files 01, 02, 03 before selecting them, or click them individually in sequence rather than drag-selecting the whole folder at once.
I hit the 30 MB limit
That is the total across all images, so a handful of modern phone photos reaches it quickly. Compress them first with Compress Image Online — for document photos this rarely costs meaningful legibility and usually cuts the total by 80% or more.
The pages are different sizes in the finished PDF
Each page matches the proportions of the image on it, so a mix of portrait and landscape photos produces a mix of page shapes. To get uniform pages, crop the images to the same aspect ratio first with Resize Image Online.
I only have one image to convert
Use JPG to PDF — same result, simpler flow for a single file.
